The United Nations Office on Drugs and Crime (UNODC) provides technical assistance to Member States to combat terrorism, organized crime, corruption, and drugs. The Global Programme on Cybercrime, established in 2013, focuses on capacity building and technical assistance to address cyber-related crimes, supporting Member States in strengthening criminal justice systems and implementing international conventions.
Job Purpose
This consultancy role supports the UNODC Global Programme on Cybercrime, specifically the Human Trafficking and Migrant Smuggling section, by contributing to the EU-funded initiative “Global Action to address Financial and Digital based Dimensions of the Smuggling of Migrants”. The consultant will develop and deliver specialized training and provide technical advice on open-source intelligence (OSINT) and special investigative techniques for collecting electronic evidence and criminal intelligence in migrant smuggling cases. The role involves close coordination with UNODC regional offices and country offices across Asia, Africa, and Latin America, ensuring high-quality support and tailored products for Member States, private sector, and civil society in combating cybercrime and related transnational organized crime.
Responsibilities
Develop and tailor a 40-hour training course for public officials on open-source intelligence (OSINT) techniques in cyberspace investigations, special investigative techniques, digital evidence management, evidence preservation, and criminal analysis. Deliver this training both in-person and online. Provide technical advice and mentoring to public officials in OSINT, special investigative techniques, and criminal analysis, in coordination with UNODC. Ensure all tasks are performed in English, French, or Arabic, with interpretation provided as needed. Coordinate activities with UNODC projects and teams in target countries, including regional and country offices, to align efforts in combating migrant smuggling and cybercrime.
Work Experience
A minimum of seven years of progressive experience in OSINT and criminal intelligence or analysis is required. Two years of experience teaching or coaching on ICT and its relation to crime and digital evidence is also required. Experience in ICT investigations is necessary. Experience delivering technical advice, training, or drafting materials on OSINT, specialized investigative techniques, or criminal intelligence is desirable.
Skills
Expertise in criminal investigations in cyberspace, open-source intelligence (OSINT) techniques, special investigative techniques, digital evidence management, evidence preservation, criminal analysis, and ICT investigations. Experience in training delivery, technical advice, and mentoring. Fluency in English and either French or Arabic is required.
