The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is seeking a consultant to support the Climate-Resilient and Inclusive Social Protection (CRISP) initiative in Thailand. This role operates under the direct supervision of a project manager and the overall guidance of the Chief of the Sustainable Socioeconomic Transformation Section, contributing to national and regional knowledge products on climate-resilient social protection.
Job Purpose
The purpose of this consultancy is to conduct a study in Thailand to strengthen national capacity in integrating climate risk considerations into social protection systems. The consultant will produce country-specific knowledge products, including a comprehensive country assessment and a validation workshop report. This work aims to provide evidence-based insights into climate vulnerabilities and social protection system performance, identifying actionable pathways for strengthening climate-responsive and shock-responsive social protection. The role supports national decision-making by delivering analytically robust, policy-relevant outputs and contributes to regional knowledge sharing within the CRISP initiative, informing similar efforts in other ESCAP member states.
Responsibilities
The consultant will prepare and deliver country-specific knowledge products for Thailand under the CRISP initiative, including a country mapping study and a final report. This involves conducting an in-depth assessment of climate challenges, existing social protection provisions, and the integration between these sectors. The consultant will also organize and support a 2-day national workshop to share preliminary findings and build capacity, and a 1-day national consultation to launch the final report. Responsibilities include preparing agendas, identifying participants, delivering presentations, and drafting comprehensive reports for these events, ensuring alignment with the regional conceptual framework and supporting national decision-making processes.
Work Experience
Demonstrated experience in research, data analysis, and coordination is required. The consultant must possess proven professional experience in social protection and experience working with government counterparts, preferably in Thailand or similar contexts. Experience conducting analytical or policy-oriented studies, and supporting stakeholder consultations, workshops, and validation processes is also required. Familiarity with the Thai social protection system is highly desirable.
