Procurement Officer (Vendor Management)
Organizational Context
The UN Secretariat's Department of Operational Support (DOS), specifically the Office of Supply Chain Management (OSCM), aims to provide operational advisory services. Within this, the Enabling and Outreach Service (EOS) supports supply chain operations. This Procurement Officer role sits within the Vendor Registration and Outreach (VRO) Section of EOS, leading the VRO Team and reporting to the Chief of VRO.
Job Purpose
This Procurement Officer role is central to managing the UN Secretariat's vendor base, ensuring efficient and compliant procurement of diverse supplies and services. The position involves leading the Vendor Registration and Outreach Team, overseeing the registration and maintenance of vendor rosters, and strengthening due diligence processes. Key contributions include providing accurate data and analysis for stakeholders, offering technical advice on vendor management throughout the procurement cycle, and supporting complex contract awards. The role also involves developing new procurement strategies, managing vendor review processes, and contributing to institutional policy development, ultimately ensuring the integrity and effectiveness of the UN's supply chain.
Responsibilities
Serve as a senior vendor management expert, responsible for registering and maintaining the Secretariat's vendor rosters for complex supplies and services, including air operators. Strengthen vendor registration and due diligence processes, managing special approval requests and collaborating with relevant working groups. Maintain vendor outreach and roster data, providing statistics and analysis to address queries from Member States and oversight bodies. Offer technical advice on vendor management to substantive units across all procurement phases. Analyze and evaluate procurement requests, ensuring technical specifications and case submissions are appropriate. Support the full procurement process, from tender invitations to contract award recommendations. Develop new tactical approaches to contracts and application methods based on market research. Oversee the Vendor Review Committee process, including sanctions and vendor eligibility. Contribute to developing institutional procurement policies and procedures, and establish standards for evaluating goods, services, and supplier capacity. Evaluate manufacturer production patterns and capacities to identify supply sources. Establish negotiation approaches and coordinate negotiations, including dispute resolution. Provide direction and guidance to junior staff.
Work Experience
A minimum of seven years of progressive experience in procurement, contract management, or administration is required. Essential experience includes vendor management, due diligence, risk management, and vendor outreach, particularly within the UN or a similar international organization. At least two years of supervisory experience is also required. Experience in presenting to senior management and stakeholders, and drafting responses to queries from Member States and oversight bodies is desirable.
