Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. This role supports UN-Habitat's expanded portfolio in Brazil, working with governments and partners to implement effective urban policies.
Job Purpose
The Programme Coordinator will ensure the effective execution of UN-Habitat's work programme and portfolio in Brazil. This involves coordinating overall programme and portfolio work plan development and implementation, gathering inputs for reports, and ensuring project execution aligns with work plans and signed agreements. The role supports the Head of the Brazil Office in managing projects, anticipating risks, and fostering collaboration with various stakeholders to achieve sustainable urban development goals.
Responsibilities
Coordinate the overall Programme/Portfolio work plan development and implementation according to programme documents and signed agreements. Gather inputs and prepare work-plans, progress reports, and expenditure status reports. Ensure project implementation by developing inception reports, detailed work plans, and Terms of Reference for project outputs. Establish systems for project planning, implementation, and monitoring in collaboration with partners. Anticipate and mitigate project risks. Provide information for systematizing and exchanging successful practices. Coordinate relationships with state and local partners, ensuring effective communication and collaboration. Identify capacity building needs and provide technical assistance. Monitor activity implementation and fund expenditure, drafting reports. Document programme implementation and contribute to knowledge products. Coordinate advocacy campaigns, events, and workshops.
Work Experience
A minimum of seven years of professional experience in project/programme management on development or urban-related themes is required. Experience in public policies, slums, data analysis, social and urban development, and stakeholder coordination in Brazil is necessary. Team management experience is required. Experience with participatory workshops and within the UN System is desirable.
Skills
Proficiency in Windows, Word, Excel, Outlook, and web search engines. Competence with technological tools, software, and online platforms. Knowledge of project management methodologies is desirable. Familiarity with GIS software (QGIS, ArcGIS) or programming languages (R, Python) is desirable. Fluency in Portuguese and English is required; working knowledge of Spanish is desirable.
