The United Nations Office on Drugs and Crime (UNODC), as the guardian of UNCAC, provides technical assistance to Member States to combat corruption. The Corruption and Financial Crime Branch (CFB) supports this mandate by developing tools and sharing best practices. This role supports CFB's efforts in enhancing whistle-blower protection systems.
Job Purpose
This consultancy aims to provide expert technical assistance to Ukraine's National Anti-Corruption Bureau (NABU) and State Agency for Restoration and Infrastructure (SARDI) in implementing recommendations for strengthening whistle-blower protection systems. The role involves assessing Ukrenergo's compliance with ISO37002 and EU Directive 2019/1937, and supporting a selected border management agency in developing its internal reporting mechanisms and policies. The ultimate goal is to enhance the effectiveness of whistle-blowing systems, crucial for preventing, detecting, and prosecuting corruption, thereby promoting good governance.
Responsibilities
The consultant will conduct an assessment of Ukrenergo's reporting system against ISO37002 and EU Directive 2019/1937, including virtual meetings and drafting a report with recommendations. They will provide advice and drafting support to NABU and SARDI for developing revised whistle-blowing policies based on previous assessments. Additionally, the consultant will review and propose amendments to the internal reporting mechanism and policy for a selected border management agency. All deliverables will be completed under the supervision of the Acting Chief of FSS/CFB and in consultation with relevant UNODC leads.
Work Experience
A minimum of ten years of progressive experience in law, research, policy-making, or advisory services, with a focus on anti-corruption, whistle-blowing, ethics, or integrity issues. At least seven of these years must be specifically in the area of whistle-blowing. Experience with international organizations is desirable.
Skills
Expertise in anti-corruption and whistle-blower protection; understanding of ISO37002 and EU Directive 2019/1937; policy development and drafting; technical assistance delivery; research and assessment; strong communication and interpersonal skills.
