Organizational Context
The United Nations Economic Commission for Europe (UNECE) is implementing a project to strengthen the capacity of selected cities to design and implement resilient economic and financial responses to crises. This initiative, involving UN agencies and international NGOs, aims to enhance cities' ability to engage with donors and financial institutions for sustainable urban development and recovery.
Job Purpose
This role supports the UNECE project by providing technical expertise and capacity development to cities facing interconnected crises like climate change and pandemics. The purpose is to strengthen their ability to design and implement inclusive, resilient economic and financial responses, enabling them to access financing for sustainable urban development and recovery. The consultant will assist in developing project pipelines, engaging with financial institutions, and fostering knowledge exchange among pilot cities, ultimately enhancing their economic and financial resilience to shocks and stresses.
Responsibilities
Develop strategic urban resilience and spatial development assessments, including analysis of city structures, trends, challenges, and opportunities. Prepare technical inputs and recommendations for master plans, integrating resilience principles and investment criteria. Develop urban resilience investment projects, detailing rationale, objectives, impacts, financing options, and pre-feasibility. Deliver capacity development and training activities on urban resilience, sustainable development, and project preparation for city officials and stakeholders. Provide strategic technical assistance and on-the-job mentoring to national agencies on planning, institutional development, and international best practices. Facilitate knowledge exchange and support the development and implementation of national and local planning documents and guidelines.
Work Experience
Experience in project management, design, and technical aspects of urban development is required. Experience in urban resilience is highly desirable. Familiarity with international financial institution requirements for project development is beneficial.
