The Office of the High Commissioner for Human Rights (OHCHR) is mandated by Resolution A/HRC/RES/61/9 to draft a report on the twentieth anniversary of the Convention on the Rights of Persons with Disabilities (CRPD). This role contributes to the OHCHR's objective of analyzing lessons learned and challenges in the development of human rights standards and norms.
Job Purpose
The primary purpose of this consultancy is to conduct comprehensive research and draft a report for the UN Secretariat's Office of the High Commissioner for Human Rights (OHCHR) on the twentieth anniversary of the Convention on the Rights of Persons with Disabilities (CRPD). The role involves analyzing stakeholder contributions, identifying lessons learned and challenges in developing disability-related human rights standards, and assessing their reflection in legal and policy frameworks. The consultant will identify good practices and implementation challenges, and formulate evidence-based, actionable recommendations for States and other stakeholders to ensure alignment with the CRPD, contributing to the advancement of disability rights globally.
Responsibilities
Conduct in-depth research on the twentieth anniversary of the Convention on the Rights of Persons with Disabilities (CRPD), focusing on lessons learned and challenges in developing human rights standards and norms. Analyze stakeholder contributions, integrating their inputs and highlighting illustrative examples, good practices, and remaining gaps. Research and assess how lessons learned and challenges have been reflected in legislation, policies, and institutional frameworks, evaluating their impact on legal systems using available data and indicators. Identify concrete examples, good practices, and implementation challenges that illustrate progress and remaining barriers. Develop evidence-based, practical, and actionable recommendations for States and other stakeholders, ensuring alignment with the CRPD.
Work Experience
A minimum of 5 years of progressive experience in research and policy analysis related to disability and the rights of persons with disabilities is required. Specific experience in legal analysis under the CRPD is also mandatory.
