Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR) Mission in Dhaka, Bangladesh. Job Purpose
The Human Rights Officer acts as the deputy to the Chief of the OHCHR Mission in Bangladesh, overseeing daily operations and ensuring alignment with the mission's mandate and annual work plan. This role involves preparing human rights reports for international bodies, managing staff, planning, and budgets. The incumbent will cultivate donor relationships, represent OHCHR in engagements with national authorities and stakeholders, and collaborate with UN and non-governmental programs to integrate human rights, including gender dimensions. They will also monitor the human rights situation, provide recommendations, and facilitate coordination with various international actors.
Responsibilities
Key responsibilities include deputizing for the Chief of Mission, managing daily field operations, and ensuring adherence to the mandate and work plan. The role involves preparing human rights reports for bodies like the General Assembly and HRC, and compiling notes on treaty ratification status. As a team leader, the officer coordinates work, manages staff, and oversees planning and budget functions. Developing and maintaining donor relationships, including proposal writing and project monitoring, is crucial. The officer will represent OHCHR in dialogues with national authorities and international stakeholders, and work with other programs to integrate human rights and gender perspectives. They will also analyze human rights data, identify trends, make recommendations, and supervise junior staff.
Work Experience
A minimum of seven years of progressive experience in human rights, political affairs, international relations, or law is required. Additionally, at least two years of experience in managing and supervising small teams and two years in managing and implementing human rights programs (including planning, budgeting, and reporting) are necessary. Experience with donor relations and resource mobilization is desirable.
