The United Nations Office on Drugs and Crime (UNODC) is a global leader in combating drugs, organized crime, corruption, and terrorism. As the guardian of the UN Convention against Corruption (UNCAC), UNODC provides technical assistance to States Parties. This consultant role supports the Global Programme against Corruption (GLOZ99), specifically its component on political party financing transparency and integrity.
Job Purpose
This consultancy aims to provide essential research and analytical support for implementing a new addendum to the Global Programme against Corruption (GLOZ99), focusing on political party financing transparency and integrity. The consultant will conduct desk-based research, draft relevant materials, and perform analytical tasks across various workstreams. Working under the supervision of the OIC of TSS/CEB/DTA and in close collaboration with political party financing focal points and the Africa regional hub, the role is crucial for advancing the programme's objectives in line with UNCAC resolutions and promoting greater integrity in political finance globally.
Responsibilities
The consultant will provide analytical support, background materials, and contribute to programme delivery, ensuring timely performance by implementing partners and fulfilling donor reporting obligations. Key duties include conducting desk-based reviews of political party financing frameworks, analyzing political finance practices in priority countries, and identifying gaps between legal frameworks and implementation. The consultant will also assist in designing and developing surveys for assessing countries' implementation of relevant standards, preparing written outputs such as policy reports and analyses, and contributing to donor reporting by compiling results data. Additionally, the role involves monitoring good practices and new developments in political party finance and performing other substantive tasks as required.
Work Experience
At least one year of experience working on anti-corruption, political finance, or economic governance is required. Experience with the UN system or international development organizations is desirable. The ability to work independently with minimal supervision is also preferred.
