Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA) is part of the UN Secretariat, responsible for coordinating humanitarian actors to ensure coherent responses to emergencies. This role is within the Crisis Response Division (CRD) in Kyiv, Ukraine, reporting to the Deputy Head of Office, OCHA Ukraine. The position focuses on mobilizing and coordinating effective humanitarian action.
Job Purpose
The Information Management Officer/Head of Unit will lead and manage the Information Management Unit, ensuring strategic planning, work plan development, and operational information management advice to OCHA leadership. This role involves developing and implementing a strategic approach to information management throughout the humanitarian programme cycle, including preparedness, needs assessment, resource mobilization, and monitoring. The incumbent will oversee the production and dissemination of high-quality information products, manage the IMU team, foster innovation, and ensure effective communication and collaboration with internal and external stakeholders, including government and humanitarian partners. The purpose is to enhance the effectiveness and coherence of humanitarian responses through robust information management.
Responsibilities
Establish and maintain an information management network aligned with IASC guidance to facilitate humanitarian information exchange and promote data standards. Coordinate information activities with government counterparts, ensuring consistency with national practices. Provide training on information management tools and platforms to OCHA staff and partners, advocating for data standards and open information exchange. Act as Head of the Information Management Unit, supporting strategic planning, annual work plans, and reporting. Advise OCHA leadership on operational information management priorities. Develop and implement strategies for managing information across the humanitarian programme cycle. Provide day-to-day management of the IMU and its staff, including surge deployments. Oversee the production and dissemination of high-quality information products, tools, and services. Liaise with external actors, including senior humanitarian, development, government, and military personnel. Provide leadership to the integrated information team, fostering collaboration, innovation, and capacity development. Oversee the creation and production of external information materials. Manage staff, including recruitment, guidance, and performance evaluation, and carry out administrative tasks such as budget preparation and performance monitoring.
Work Experience
A minimum of seven years of progressive experience in information management, information systems, disaster management, or humanitarian affairs is required. Field experience in managing information during emergency situations (complex emergencies or natural disasters) is essential. Experience within the UN system or an international organization in a humanitarian context is desirable. Proficiency with industry-standard software like Adobe Illustrator and InDesign for information product development, and experience with Activity Info and Microsoft Power BI, are also desirable.
