Organizational Context
The United Nations Relief and Works Agency (UNRWA) is a UN organization providing assistance to approximately 5.8 million Palestine refugees across the Middle East. It operates the largest UN program in the region, funded by voluntary contributions. This role is part of the complementary personnel section, supporting HR functions and recruitment.
Job Purpose
This Human Resources Associate role supports the HR Specialist in administering complementary personnel profiles and assisting with recruitment processes. The position is crucial for managing data for various personnel types, including consultants, interns, and volunteers, as well as the Junior Professional Officer (JPO) Programme. The incumbent will ensure data accuracy within the Human Resources Management system, support system improvements, and monitor HR statistics. Additionally, the role involves assisting in the day-to-day operations of recruitment, coordinating administrative arrangements, and preparing reports. The position contributes to the efficient functioning of HR services within UNRWA, supporting the agency's mission to aid Palestine refugees.
Responsibilities
Manage, review, research, and archive personnel files for consultants, interns, volunteers, and gratis personnel. Support the Junior Professional Officer (JPO) Programme by cleansing and entering data into the Human Resource Management (HRM) system. Review HR service transactions in the Human Resources Information system, identify discrepancies, and coordinate resolutions. Monitor and report on HR statistics, ensuring data accuracy and providing initial approval for data entry. Develop, maintain, and update HR databases and spreadsheets, contributing to their design. Assist in recruitment activities, including preparing job openings, screening applicants, and participating in interviews. Coordinate administrative arrangements for recruitment, including archiving and supporting the e-recruitment system. Research and analyze HR practices, preparing summaries and recommendations. Respond to HR-related correspondence and queries. Coordinate with other departments on HR functions and prepare regular and ad-hoc reports, including basic translations between Arabic and English.
Work Experience
A minimum of two years of relevant experience in human resources management within governmental, international, or large commercial organizations is required. Experience with recruitment processes, standard computer applications, HR systems, dashboards, and MS Excel is also necessary.
