Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, seeks a consultant to analyze monetary, exchange rate, and macroprudential policies in Honduras. This technical assistance supports evidence-based policymaking in economic development, aligning with the 2024 agenda on development macroeconomics and sound fiscal policy.
Job Purpose
The purpose of this consultancy is to conduct a comprehensive analysis of Honduras's banking financial system, focusing on the articulation of monetary, exchange rate, and macroprudential policies. The role aims to identify current challenges and opportunities to strengthen economic stability and financial protection. By providing diagnostic analysis and actionable recommendations, the consultant will support the Central Bank of Honduras (BCH) in refining its policy design and implementation, ultimately fostering the country's development and resilience. This contributes to ECLAC's subprogram on improving public policies in economic, social, and environmental fields.
Responsibilities
The consultant will analyze the current state of Honduras's banking financial system, identifying strengths and challenges. This includes describing and analyzing the impact of monetary policies on price stability, exchange rate policies on domestic prices, international competitiveness, and investment, and macroprudential policies on financial stability, resilience, and solvency, as well as their effects on economic growth. The consultant will identify opportunities for strengthening the financial system through policy articulation and recommend adjustments for improved implementation. The role involves drafting an analytical document detailing findings and participating in feedback sessions with ECLAC and BCH teams.
Work Experience
A minimum of 7 years of relevant professional experience in macroeconomic and monetary analysis is required. Prior experience in international cooperation projects, particularly in Latin America and the Caribbean, is desirable.
Skills
Expertise in macroeconomic and monetary analysis, understanding of monetary, exchange rate, and macroprudential policies, analytical and diagnostic skills, report writing, excellent Spanish communication, and ability to work remotely.
