Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to key entities including the Gang Suppression Force, UN Integrated Office, Haitian National Police, and Haitian Armed Forces. It also offers technical assistance to the Organization of American States. This temporary Electrical Engineering Technician role is based in Port-au-Prince within the Engineering and Facilities Management Section.
Job Purpose
The Engineering Technician, FS-6, is responsible for coordinating and managing electrical engineering activities within UNSOH. This includes overseeing the installation, operation, and maintenance of electrical power generation, distribution systems, and related facilities. The role involves managing projects, supervising staff and contractors, conducting site surveys, ensuring equipment performance, and maintaining adequate stock levels of electrical supplies. The incumbent will contribute to the efficient and safe operation of electrical infrastructure supporting the mission's mandate, reporting to the Chief of Engineering Section.
Responsibilities
Coordinate engineering projects and work requirements with internal units and external specialists. Manage electrical power generation, distribution, and maintenance services, overseeing technical and administrative aspects of electrical installation, operation, and repair activities. Implement construction or repair projects for buildings and facilities, including electrical systems. Manage teams of tradesmen and junior staff, and oversee contractor performance. Conduct site surveys and load assessments to determine power needs. Supervise the installation and maintenance of generators, transformers, switchgear, and distribution systems. Plan scheduled and emergency maintenance for electrical equipment, including UPS and solar systems. Analyze performance reports, monitor spare parts inventory, and review test results to recommend improvements. Assist in preparing scopes of work and technical evaluations. Conduct technical assessments of infrastructure and electrical systems, assist with budget estimates, and determine material requirements. Develop statements of work, produce cost estimates, and administer engineering assets. Oversee and approve work orders, liaise with relevant services, and report on project progress.
Work Experience
A minimum of ten years of relevant experience in electrical engineering, covering installation, operation, maintenance, and repair of electrical power generation and distribution systems, is required. Desirable experience includes supervising electrical projects or contractors in international or post-conflict settings, and proficiency with AutoCAD or electrical design/load-analysis software.
