Organizational Context
The UN Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force (GSF), BINUH, Haitian National Police (HNP), Haitian Armed Forces, and OAS, as mandated by Security Council resolution 2793 (2025). This temporary P-3 Facilities Management Officer position is based in Port-au-Prince within the Engineering and Facilities Management Section, reporting to the Chief of Engineering Section. Job Purpose
The Facilities Management Officer P-3 plays a crucial role in ensuring the effective planning, design, implementation, and administration of all facilities and infrastructure solutions for the UN Support Office in Haiti (UNSOH). This position directly contributes to the mission's mandate by providing essential support to various forces and organizations, necessitating a blend of rapidly deployable, positive-legacy, and security-driven infrastructure. The officer's primary purpose is to guarantee technical feasibility, operational continuity, and the provision of secure, well-maintained facilities across the mission area. This involves analyzing project proposals, overseeing minor engineering works, renovations, and maintenance schedules with minimal disruption, and providing critical technical inputs for physical security solutions. Furthermore, the role supports budget management, coordinates technical staff and contractors, and ensures the efficient allocation and management of space, thereby enabling uninterrupted and safe operations for all personnel in a challenging field environment.
Responsibilities
Planning and Design: Analyze project proposals to ensure technical feasibility, soundness, and operational continuity. Collaborate with Planning and Design Officers and Engineers on drawings and plans. Apply standard engineering calculations and practices for the design, construction, renovation, upgrading, and maintenance of major systems and facilities. Provide essential technical inputs for facilities-related physical security solutions, such as blast and ballistic protection, perimeter works, and access control points. Develop and implement guidance materials to achieve unit objectives. Implementation and Operations: Implement and monitor ongoing projects, minor engineering works, renovations, and maintenance schedules, ensuring minimal disruption to personnel in occupied offices and accommodation facilities. Conduct research and technical studies on engineering topics, preparing guidelines for general planning and maintenance. Provide policy guidance and updates to the Chief of Section/Unit on common support services, recommending solutions for urgent or recurrent issues. Ensure coordination and provision of materials and logistical support. Assist in assigning and coordinating technical staff, in-house teams, and outsourced contractors, providing technical guidance. Manage space allocation and prepare work orders for building maintenance, minor works, and security improvements. Administration: Liaise with Facilities Management Officers, Engineers, and mission specialists to resolve problems through data exchange. Produce cost data and estimates for engineering, facilities management, and security-related infrastructure activities. Support the management of budget allotments and monitor the consumption of maintenance supplies.
Work Experience
Five years of progressively responsible experience in facilities maintenance, management, and operation, including technical, administrative, and supervisory roles, is required. This must include experience developing physical security solutions (e.g., blast protection, access control) and managing in-house teams and contractors for engineering works and renovations in occupied facilities. Desirable experience includes using UMOJA for administrative workflows, CAD/Revit for planning, and providing facilities management in a UN field operation or similar international organization.
