Organizational Context
The Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) was established by the UN General Assembly in June 2023. This role, currently based in Geneva, may be subject to relocation to Damascus, Syria, or another operational location. The incumbent reports to the Human Rights Officer (Investigation Coordinator).
Job Purpose
The Investigator will plan, organize, conduct, and manage investigations into cases involving serious breaches of international laws relevant to the IIMP's mandate. This includes interviewing victims and witnesses, analyzing information, and ensuring the protection of cooperating individuals. The role involves gathering, preserving, and analyzing information, including electronic data, and preparing comprehensive investigation reports. The Investigator will also participate in planning conferences, direct incident response activities, and contribute to the development of investigation processes. Collaboration with colleagues and data analysis for trend identification are key aspects of the role, all conducted in compliance with UN regulations and procedures.
Responsibilities
Plan, organize, conduct, and manage investigations into cases of serious breaches of international laws, including interviewing victims and witnesses. Gather, analyze, record, and preserve all relevant information, including electronic data, ensuring chain of custody. Ensure the protection of victims and witnesses, adhering to the 'do no harm' principle. Participate in investigation planning conferences and direct incident response activities, including scene management and evidence preservation. Implement and maintain procedures for professional investigation processes. Develop or contribute to investigation process improvements. Safely store and preserve investigation information and documentation. Prepare comprehensive investigation reports and conduct post-investigation tasks. Analyze data to identify trends and provide insights for decision-making. Collaborate with colleagues to achieve organizational goals and adhere to standard operating procedures.
Work Experience
A minimum of five years of progressive experience in investigatory work is required. Essential experience includes conducting investigations of international human rights or humanitarian law violations and gathering information for missing persons cases. Experience with specialized e-discovery software and investigations in the Middle East are desirable.
