Organizational Context
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) within the UN Secretariat coordinates humanitarian actors for coherent emergency responses. This role, based in New York, supports the Executive Officer's oversight of Country and Regional Pooled Funds, including a US award. It also drives enterprise risk management across OCHA's programs and operations.
Job Purpose
The Programme Management Officer (Accountability and Risk Management) is responsible for supporting the Executive Officer in the effective discharge of fiduciary responsibilities related to the oversight, monitoring, and compliance of Country and Regional Pooled Funds, including a significant US award. This role is crucial for ensuring sound financial management and adherence to regulatory frameworks. Additionally, the position will lead the implementation of OCHA's enterprise risk management strategy across all programs and operations, aiming to mitigate risks and enhance overall effectiveness. The incumbent will also serve as a focal point for risk management initiatives, conduct training, and contribute to policy development and reform processes, ensuring OCHA operates efficiently and effectively in humanitarian response.
Responsibilities
Key responsibilities include supporting fiduciary oversight of Pooled Funds and compliance with UN regulations, liaising with oversight bodies on audits and investigations, and advising on the management of specific awards. The role involves serving as the focal point for OCHA's enterprise risk management (ERM) strategy, ensuring compliance with the ERM risk register, and leading ERM training for staff. This includes coordinating UN and OCHA reform processes, developing and evaluating programs/projects, and contributing to policy and guideline design. The officer will research and analyze information, prepare reports and background papers, support meetings, coordinate outreach activities, and conduct training. Responsibilities also extend to leading field missions, managing budgetary activities, and utilizing data visualization for planning and decision-making.
Work Experience
A minimum of seven years of progressive experience in project or programme management, administration, or a related field is required, with at least three years at the international level. Essential experience includes managing Country-based Pooled Funds within the UN system or a comparable international organization, and in risk management and compliance processes. Experience in oversight, monitoring, or evaluation of humanitarian programs is also required. Experience in complex legal analysis and review is desirable.
