Job Purpose
The primary purpose of this consultancy is to lead Gabon's 2026 Country Analysis and facilitate strategic consultations for the preparation of the new 2028-2032 Sustainable Development Cooperation Framework. The Country Analysis serves as the common analytical reference for the UN System, providing an in-depth understanding of development challenges, vulnerabilities, inequalities, and opportunities that shape the country's evolution. It also assesses the implications of national, regional, and global changes on national development priorities and SDG attainment, thereby informing the UN System's strategic positioning. The role aims to formulate strategic and operational recommendations to accelerate SDG achievement. Concurrently, the consultant will support a robust consultation process with various stakeholders to define the strategic priorities for the upcoming cooperation framework, ensuring a coherent and impactful UN strategy that aligns with national priorities and the Agenda 2030.
Responsibilities
The consultant will lead Gabon's 2026 Country Analysis, conducting a comprehensive assessment of development challenges, vulnerabilities, risks, and opportunities, including multidimensional inequalities (economic, social, territorial, environmental, gender). This involves analyzing their influence on Gabon's development trajectory and SDG attainment, considering recent political, economic, social, and environmental evolutions. The role requires examining the root and structural causes of identified challenges, integrating human rights, gender equality, and the 'leave no one behind' principles. The consultant will also assess the differentiated impact of development challenges on vulnerable groups such as women, youth, children, persons with disabilities, and indigenous populations. Key duties include establishing short- and medium-term prospective scenarios and formulating strategic and operational recommendations to accelerate SDG achievement and guide the UN System's future positioning in Gabon. Furthermore, the consultant will support the elaboration of the 2028-2032 Cooperation Framework by facilitating the consultation process to define strategic priorities. This involves identifying and mapping stakeholders, developing data collection tools (e.g., semi-directive interview guides, questionnaires), conducting thematic workshops, and producing an analytical synthesis of consultations. The consultant will also provide support for elaborating the theory of change for the new framework, utilizing all available tools.
Work Experience
A minimum of seven years of professional experience in economic analysis, public policy design, and development is required. Specific experience in preparing documents such as Country Analysis, Sustainable Development Cooperation Frameworks, or systemic/multidimensional analyses is also mandatory.
Skills
Multi-stakeholder process facilitation, strategic drafting, and a strong knowledge of SDGs and Agenda 2030 are required. Mastery of French is essential, while knowledge of English is considered an asset.
