Organizational Context
This position is within the Policy, Advocacy, Donor Relations and Outreach Section (PADROS) of the United Nations Mine Action Service (UNMAS), Department of Peace Operations (DPO) in New York. UNMAS, established in 1997, leads and coordinates efforts to mitigate threats from mines and explosive remnants of war under UN legislative mandates and specific requests, operating as a specialized UN service.
Job Purpose
The Programme Management Officer (Donor Relations) will support the Head of the Donor Relations Team in coordinating the processing of funding for mine action activities through the UN Voluntary Trust Fund. This involves liaising with international donors, proposing funding opportunities, and aligning programme objectives with donor priorities. The role is crucial for developing and implementing resource mobilization strategies, creating relevant materials, negotiating contribution agreements, and ensuring compliance with donor requirements. The officer will also monitor funding trends, support senior management engagement with donors, and prepare necessary documentation to attract extra-budgetary resources for UNMAS.
Responsibilities
Coordinate the processing of funding for mine action through the UN Voluntary Trust Fund. Liaise with international donors, including Permanent Representations, national ministries, and private sector entities, to identify and propose funding opportunities. Consult with UNMAS stakeholders to align funding requirements and programme objectives with donor priorities. Develop, monitor, and implement resource mobilization initiatives and plans, supporting monitoring and evaluation against targets. Create resource mobilization materials to attract extra-budgetary resources. Negotiate contribution agreements in partnership with relevant UN offices. Monitor compliance with donor agreements and respond to donor queries. Support senior management in donor engagement and represent UNMAS at meetings. Monitor pledges, contributions, and financial flows into the Trust Fund. Ensure timely and compliant reporting on donor contributions and funding agreements.
Work Experience
A minimum of five years of progressive experience in project/programme management or administration is required. This includes at least two years in resource mobilization and management, with experience in negotiating donor agreements. Experience coordinating with senior UN officials and government representatives on complex issues is also required. Experience in drafting and editing documents to UN standards is necessary.
