FINANCE AND BUDGET OFFICER (Temporary Job Opening)
Organizational Context
The United Nations Economic Commission for Africa (ECA) in Addis Ababa, Ethiopia, aims to drive ideas and actions for an empowered and transformed Africa, aligning with the 2030 Agenda and Agenda 2063. The Finance and Budget Section, within the Administration and Conference Management Division, is responsible for managing financial resources. This role reports directly to the Head of the Finance and Budget Section.
Job Purpose
The Finance & Budget Officer is responsible for the preparation, analysis, and finalization of the medium-term plan and budget proposals, ensuring alignment with legislative mandates and departmental submissions. This includes reviewing cost estimates for staff and non-staff requirements, and providing substantive support to intergovernmental bodies for budget approval. The role also involves administering and monitoring budget implementation, managing extra-budgetary resources, and ensuring expenditures remain within authorized levels. Additionally, the officer provides advice on financial policies, participates in inter-departmental meetings, and contributes to cost recovery planning and client service management, ultimately ensuring financial integrity and compliance.
Responsibilities
Key responsibilities include the preparation and finalization of the medium-term plan and its revisions, ensuring legislative mandates are translated into program budgets. The role involves reviewing and finalizing cost estimates and budget proposals for both headquarters and field operations, including peacekeeping. Budget administration duties encompass issuing allotments, monitoring budget implementation, managing extra-budgetary resources, and authorizing payments for claims. The officer will prepare and review budget performance reports, analyzing variances. Furthermore, responsibilities include contributing to cost recovery, providing strategic advice on budgeting and resource planning, overseeing client relations, and coordinating financial aspects of the Common Administrative Platform. The role also involves advising and training staff on financial policies, participating in relevant meetings, and ensuring the integrity of financial systems.
Work Experience
A minimum of seven years of progressively responsible experience in finance, administration, budget, or business administration is required. Two or more years of experience in data analytics or a related area is desirable.
Skills
Professionalism in financial and budgetary principles, budget development, and resource administration. Client orientation with the ability to build partnerships and identify client needs. Technological awareness, understanding the application and limitations of technology in the workplace.
