The United Nations Economic Commission for Africa (UNECA) is implementing a program to strengthen the link between migration and development in Africa. This consultancy role, based in the Comoros, will support UNECA's efforts to enhance the capacity of member states to integrate diaspora contributions into national development strategies.
Job Purpose
The purpose of this consultancy is to provide technical and operational support to facilitate the integration of diaspora contributions into the development agenda of the Comoros. This involves developing an adequate framework to better leverage these contributions, particularly through optimizing the impact of remittances and diaspora investments. The role aims to enhance national development by ensuring that policies, reforms, and tools are effectively aligned with the needs of the diaspora and guide fund transfers towards productive investments, thereby contributing to sustainable development. The consultant will work closely with the Ministry of Finance to achieve these objectives.
Responsibilities
The consultant will contribute to the production of several key documents, including a national context analysis report on existing frameworks for remittances and diaspora contributions, a policy brief on the Comorian diaspora's development contribution, and a framework for effective regulation and institutions. Responsibilities also include developing a detailed roadmap and action plan to optimize diaspora investments and their contribution to development. The consultant will create a report and toolkit for integrating diaspora contributions into national development policies and prepare necessary documents for validation meetings and dissemination workshops. This includes organizing national meetings and workshops, managing logistics, coordinating with stakeholders, and preparing working documents.
Work Experience
A minimum of five years of experience in economics and finance is required. Proven experience in national economic policy analysis is desirable. A strong understanding of the dynamics related to migration, remittances, and diaspora engagement is considered an advantage. Experience in the Comoros' economic, institutional, and political context is also desirable.
