Organizational Context
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is a regional commission dedicated to promoting sustainable development, economic growth, and regional cooperation. This role supports the multi-year programme 'Energy Transition for Green Growth and Prosperity' (ETGGP), specifically within the Green Finance for the Energy Transition pillar, focusing on carbon finance and markets.
Job Purpose
This role aims to establish a roster of consultants to support ESCAP's efforts in accelerating energy transitions across Asia and the Pacific. Consultants will provide technical, analytical, and advisory services to member States, focusing on mobilizing investment, strengthening enabling frameworks, and accessing innovative financing solutions for decarbonization. The purpose is to help countries harness carbon finance, including carbon credits and transition credits, to support clean energy financing, private capital mobilization, and the early retirement of coal-fired power plants, ultimately contributing to a climate-safe, energy-secure, and equitable future for the region.
Responsibilities
Consultants will analyze carbon pricing instruments, carbon credits standards, and transition credit templates. They will advise on strategies for coal-fired power plant decommissioning, including the development of criteria, frameworks, and quantification of emissions reductions. Responsibilities include developing recommendations, roadmaps, and policy plans for member States to utilize carbon credits and transition credits, and strengthening policy, legal, and regulatory frameworks. Consultants will also draft practical templates for transition credit methodologies, produce financial model outlines, create checklists for negotiators, and develop training and guidance materials for capacity building on carbon finance and markets.
Work Experience
A minimum of 7 to 10 years of progressively responsible experience in carbon finance, carbon markets, climate finance, sustainable finance, energy transition, or environmental policy is required. Demonstrated expertise in carbon pricing, emissions trading systems (ETS), carbon crediting mechanisms, Article 6 implementation, and carbon market governance is essential. Experience developing policy recommendations, analytical reports, financing frameworks, or capacity-building programs is also necessary.
Skills
Excellent analytical, research, drafting, and report-writing skills. Strong understanding of carbon markets, carbon pricing mechanisms, climate finance instruments, and energy transition financing. Ability to synthesize complex technical issues into practical policy recommendations. Strong stakeholder engagement, facilitation, and communication skills. Ability to work independently and manage multiple assignments under tight deadlines. Proficiency in Microsoft Office applications and presentation software.
