Job Purpose
This consultant role aims to facilitate ATHIS training in Santos, Brazil, for five months, contributing to UN-Habitat's mandate of promoting sustainable human settlements and adequate housing. The purpose is to support the "Building capacity and connections in Technical Assistance for Social Housing (ATHIS)" project. This initiative, in partnership with CAU/SP and ABC, seeks to equip professionals with essential skills to bridge the gap between ATHIS policy and practical implementation. The consultant will ensure that municipalities and institutions acquire the necessary technical knowledge to develop and implement sustainable and equitable housing solutions, thereby enhancing urban development and improving living conditions for the urban poor in Brazil. The role directly supports UN-Habitat's efforts to transform cities into safer, more inclusive, and resilient places.
Responsibilities
The consultant will support the ATHIS project by developing and delivering comprehensive training. This includes assisting in identifying priority thematic areas and developing a training plan and materials for an ATHIS course, structured into three modules targeting municipal professionals, CSOs/NGOs/CBOs, and Architecture/Urbanism professionals, incorporating Global South partners. The role involves delivering practical, hands-on training sessions with field-based activities. Furthermore, the consultant will provide technical support for the participatory development of the Monitoring and Evaluation Strategy, collaborating with experts and partners, ensuring gender-sensitive approaches. This also entails conducting virtual capacity-building sessions on M&E tools, supporting a methodology handbook's development, and collaborating with CAU/SP on M&E tool usage. The consultant will design and apply mechanisms to assess learning outcomes, analyze results for continuous improvement, prepare activity reports, and participate in required field missions.
Work Experience
A minimum of three years of experience in urban development and/or social housing in Brazil is required, along with experience in capacity building programs or teaching. Desirable experience includes social housing, South-South Cooperation, coordinating fieldwork in the social area (preferably public sector), and previous work with the United Nations.
Skills
Required skills include proficiency in Windows, Office, web search engines, technological tools, online platforms, and online event/conference tools. Fluency in Portuguese is essential. Desirable skills include good knowledge of project management methodologies and working knowledge of English. Key competencies encompass professionalism (project management, M&E, urban governance), planning and organization (efficiency, deadlines), communication (clear writing, information sharing), teamwork (leadership, multicultural collaboration), and knowledge management (UN-Habitat processes, data handling).
