Consultant for ATHIS Training Facilitation (Mogi das Cruzes)

Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. UN-Habitat Brazil collaborates with government levels, civil society, and the private sector to implement urban policies. This role supports a project focused on Technical Assistance for Social Housing (ATHIS).

Job Purpose

The purpose of this consultancy is to support the implementation of the "Building capacity and connections in Technical Assistance for Social Housing (ATHIS)" project in Mogi das Cruzes, Brazil. The consultant will be responsible for developing and delivering training programs for various stakeholders, including municipal professionals, CSOs, NGOs, CBOs, and architecture/urbanism professionals. This role aims to equip participants with the necessary skills to bridge the gap between policy and practice in ATHIS, ensuring effective and equitable housing solutions. The consultant will also contribute to the development of monitoring and evaluation tools and methodologies, fostering knowledge exchange and capacity building within the project's framework.

Responsibilities

The consultant will support the ATHIS project by developing initial training premises and identifying key thematic areas for the training plan and materials, based on needs assessments. Responsibilities include creating a comprehensive training plan and associated materials structured into three modules for different target audiences. The consultant will deliver training sessions, emphasizing practical, hands-on, and field-based learning. Additionally, they will provide technical support for developing a participatory Monitoring and Evaluation Strategy, including virtual capacity-building sessions for global south ATHIS professionals on M&E tools. The role also involves supporting the creation of a methodology handbook, conducting collaborative training on M&E tools, designing and applying learning assessment mechanisms, and preparing required reports on training activities and outcomes.

Work Experience

A minimum of three years of experience in urban development and/or social housing in Brazil is required. Experience in capacity building programs and/or teaching is also mandatory. Experience with social housing, South-South Cooperation, social area coordination, fieldwork (preferably in the public sector), and previous work with the United Nations are desirable.

Skills

Proficiency in Windows, Office packages, and web search engines is required. Strong handling of technological tools, software, and online platforms is necessary. Competence in managing online events and conference tools is also required. Good knowledge of project management methodologies is desirable. Key competencies include professionalism, planning and organization, communication, and teamwork.
