Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro. UN-Habitat collaborates with governments, civil society, and the private sector to improve urban living conditions. This role supports a project in Brazil focused on technical assistance for social housing.
Job Purpose
This consultancy aims to support the implementation of the "Building capacity and connections in Technical Assistance for Social Housing (ATHIS)" project in Brazil. The consultant will be responsible for developing and delivering training programs for various stakeholders, including municipal professionals, civil society organizations, and architecture/urbanism professionals. The role involves creating training plans and materials, conducting practical, hands-on training sessions, and providing technical support to ensure professionals gain the necessary skills to implement sustainable and equitable housing solutions. The objective is to bridge the gap between policy and practice in ATHIS, enhancing the capacity of municipalities and institutions.
Responsibilities
The consultant will support the ATHIS project by developing initial premises and identifying priority thematic areas for training. This includes creating a comprehensive training plan and associated materials structured into three modules for Municipal Professionals, CSOs/NGOs/CBOs, and Architecture/Urbanism professionals. The role involves delivering training sessions, emphasizing practical, field-based learning, and providing technical support for the participatory development of a Monitoring and Evaluation Strategy. Additionally, the consultant will conduct virtual capacity-building sessions, develop a methodology handbook for M&E tools, and design mechanisms to assess participant learning outcomes. Reporting on training activities and participating in field missions are also key responsibilities.
Work Experience
A minimum of three years of experience in urban development and/or social housing in Brazil is required. Experience in capacity building programs and/or teaching is also necessary. Experience with social housing, South-South Cooperation, fieldwork coordination (preferably in the public sector), and previous work with the United Nations are desirable.
Skills
Proficiency in Windows, Office packages, and web search engines. Competence with technological tools, software, and online platforms. Ability to manage online events and conference tools. Knowledge of project management methodologies is desirable. Strong communication, planning, organization, and teamwork skills are essential.
