Organizational Context
The Advisory Committee on Administrative and Budgetary Questions (ACABQ) is a subsidiary organ of the General Assembly, serving in an expert advisory capacity. Its Secretariat supports the Committee in examining UN programme budgets, financial and administrative matters, and peacekeeping budgets. This Administrative Officer role reports to the Deputy Executive Secretary within the ACABQ Secretariat.
Job Purpose
The Administrative Officer will provide expert advisory support to the Advisory Committee on Administrative and Budgetary Questions (ACABQ). This involves analyzing management, budgetary, and administrative aspects of UN activities, including regular budgets, extrabudgetary funds, and peacekeeping operations. The role requires reviewing program budget implications of draft resolutions and decisions of legislative organs. The incumbent will prepare briefing notes, draft reports detailing the Committee's observations and recommendations, and liaise with relevant parties to ensure effective collaboration. Additionally, the position involves coordinating policy analysis, preparing documentation for meetings, and providing substantive backstopping to intergovernmental bodies, contributing to informed decision-making on critical financial and administrative matters within the UN.
Responsibilities
Analyze and research management, budgetary, and administrative aspects of UN activities, including regular budgets, extrabudgetary funds, and peacekeeping operations. Review program budget implications of draft resolutions and decisions of legislative organs. Prepare briefing notes and executive session materials for the Chair and Vice-Chair. Draft ACABQ reports, outlining observations, conclusions, and recommendations on managerial, administrative, and budgetary issues. Liaise with internal and external stakeholders, including UN Funds and Programmes, to foster collaboration. Prepare statements for the Chairman's introduction of reports to the Fifth Committee. Coordinate policy analysis, review trends, and conduct evaluations. Organize and prepare written outputs such as background papers and studies. Coordinate budget funding activities, including programme/project preparation and financial statements. Provide substantive support for consultative meetings and intergovernmental bodies, including preparing documents and presentations. Participate in field missions and provide guidance. Contribute to office management and continuous improvement initiatives.
Work Experience
Requires at least seven years of progressive experience in budgetary, administrative, or financial management, including program budget analysis within international organizations. Two years of experience drafting intergovernmental documentation and policy papers is necessary. Experience in program budget and policy analysis, assessing resource requirements, and synthesizing complex information is required. Familiarity with UN financial and administrative procedures is essential. Experience supporting intergovernmental bodies is required. Data analytics or AI experience is desirable.
