National Consultant (Anti-Corruption)
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) leads global efforts against crime and corruption, serving as the guardian of the United Nations Convention against Corruption (UNCAC). It provides technical assistance for UNCAC implementation. This role is situated within the GRACE Initiative, which promotes anti-corruption education and youth empowerment to foster a culture that rejects corruption.
Job Purpose
The purpose of this National Consultant role is to significantly contribute to the UNODC's Global Resource for Anti-Corruption Education and Youth Empowerment (GRACE) Initiative, specifically within Ukraine. The consultant will play a pivotal role in fostering a culture of integrity and accountability among young people by reviewing and identifying winning submissions for a youth competition. A primary responsibility involves supporting the meticulous organization and expert facilitation of two anti-corruption capacity-building workshops tailored for the competition winners. Furthermore, the consultant will facilitate a crucial workshop on meaningful youth engagement in anti-corruption work, strategically bringing together young individuals and key representatives from Ukraine’s anti-corruption authorities. All assigned tasks and events will be executed in strict adherence to GRACE's established methodologies and interventions, ensuring effective implementation and measurable impact in preventing and countering corruption.
Responsibilities
The consultant will undertake several key responsibilities to support the GRACE Initiative in Ukraine. This includes providing essential support for the review of submissions from young applicants and identifying the winners of the youth anti-corruption competition. The role also involves preparing and disseminating a qualitative survey to assess the impact of corruption on young people in Ukraine, followed by the preparation of a detailed report analyzing the derived quantitative data. Furthermore, the consultant will be responsible for preparing and reviewing the translation of various workshop materials, including documentation, presentations, and communication content provided by the GRACE team. A significant duty is to facilitate and present during up to two anti-corruption capacity-building workshops held in Lviv, Ukraine. Following these, the consultant will produce a concise two-page summary of the workshop(s) to serve as an outcome document for representatives of the anti-corruption authorities. The consultant will also facilitate and present during a dedicated workshop on meaningful youth engagement in anti-corruption work, bringing together young people and representatives from anti-corruption authorities. Finally, a comprehensive report (max. 10 pages) will be produced, highlighting key areas of collaboration identified during this workshop, with support for its translation into Ukrainian.
Work Experience
At least five years of progressively responsible professional experience in anti-corruption, governance, rule of law, civic engagement, youth empowerment, education, or related fields is required. Experience in designing, organizing, or facilitating capacity-building workshops and previous work in Ukraine with youth, civil society, or public institutions are also required. Familiarity with UNODC anti-corruption education resources or the GRACE Initiative and prior United Nations experience are desirable.
Skills
Excellent facilitation, presentation, and communication skills are required. Strong ability to engage with young people and facilitate interactive, participatory workshops is essential. A good understanding of anti-corruption, integrity, transparency, and accountability issues is also required. Desirable skills include the ability to review and assess written submissions against pre-defined criteria, strong drafting and analytical capabilities, and the ability to work collaboratively with international organizations, national stakeholders, youth participants, and technical experts. Fluency in oral and written English and Ukrainian is mandatory.
