Organizational Context
The Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council to investigate serious international crimes in Myanmar. This position leads the IIMM's Administration Section, based in Geneva, Switzerland, reporting to the Deputy Head of the IIMM. The role is crucial for ensuring the operational efficiency and administrative support of the Mechanism's mandate.
Job Purpose
The Administrative Officer is responsible for leading and overseeing the Administration Section of the Independent Investigative Mechanism for Myanmar (IIMM) in Geneva. This involves managing budget and finance, including preparation, implementation, and monitoring of the work program and budget, ensuring effective resource utilization and adherence to UN policies. The role also encompasses general administration, such as coordinating support services like procurement, travel, and IT, and providing advice on human resources and management information. Additionally, the officer manages human resource activities in liaison with UNOG, supervises junior staff, and contributes to institutional governance and corporate strategy development, ensuring the smooth and compliant operation of the IIMM.
Responsibilities
The Administrative Officer leads and coordinates the preparation and implementation of the IIMM's work program and budget, ensuring optimal use of resources and adherence to UN policies. Responsibilities include monitoring budgetary allocations, identifying deviations, and proposing corrective measures. The role involves establishing and maintaining sound administrative policies and procedures for financial management, accounting, and control, maintaining confidentiality. General administration duties include implementing and monitoring support services such as procurement, travel, communications, and IT. The officer advises senior management on HR, finance, and management information, coordinates institutional governance, risk management, and business continuity, and participates in developing corporate strategies. Human resource management involves liaising with UNOG on recruitment, performance, and staff administration, and reviewing staffing tables. The role also includes supervising junior staff and performing other related duties.
Work Experience
A minimum of seven years of progressive experience in administration, finance, accounting, or human resources management is required. This includes experience advising senior management on resource planning, coordinating internal controls, risk management, and business continuity. Experience in entities conducting criminal investigations or proceedings, managing a team, and applying UN administrative, financial, and HR policies is also required.
