The United Nations Environment Programme (UNEP) is the leading global environmental authority, with its Law Division focusing on environmental law and multilateral environmental agreements (MEAs). OzonAction, under the Law Division, implements the Montreal Protocol, providing compliance assistance and technical support to countries. This role, supervised by OzonAction Regional Coordinators, contributes to strengthening national capacity for competency-based assessment in the RAC servicing sector.
Job Purpose
The purpose of this consultancy is to significantly enhance national capacity in Bhutan, Brunei Darussalam, Cambodia, Nepal, and Sri Lanka within the refrigeration and air-conditioning (RAC) servicing sector. The consultant will develop comprehensive 3-day training courses and materials on competency-based assessment of good servicing practices. This involves delivering five intensive training workshops to local assessors, trainers, and technicians, ensuring they are equipped to promote leakage prevention, safety, and energy efficiency in RAC appliances. This critical technical support is part of the HCFC Phaseout Management Plan, implemented by UNEP OzonAction under the Montreal Protocol. By strengthening national assessment capabilities, the role directly contributes to countries' compliance with their obligations under the Protocol, fostering environmentally sound management of refrigerants and advancing global sustainable development objectives, particularly in regions with limited specialized training resources.
Responsibilities
The consultant will undertake several key responsibilities to achieve the project objectives. Firstly, they will develop comprehensive 3-day training courses and materials focused on competency-based assessment for good servicing practices within the Refrigeration and Air-Conditioning (RAC) sector. These materials must integrate theoretical sessions on the Montreal Protocol context, leakage prevention, safety, and energy efficiency, alongside practical, hands-on sessions for trainees. Secondly, the consultant will manage the preparation for these training sessions by coordinating with identified national training institutes in each country. This involves assessing the availability of necessary equipment and tools at facilities and preparing a detailed list of required training equipment and consumable materials, ensuring timely preparation for each workshop. Thirdly, the consultant will deliver five 3-day training workshops across Bhutan, Brunei Darussalam, Cambodia, Nepal, and Sri Lanka. This includes leading all theoretical and practical demonstrations, facilitating hands-on exercises, and actively responding to questions from local assessors, trainers, and technicians. Finally, upon completion of each training workshop, the consultant will prepare and submit a detailed report to UNEP. Each report must document training activities, outcomes, observations, and recommendations, including participant demographics and photographic evidence, with finalization occurring after UNEP's review and comments.
Work Experience
A minimum of 7 years' experience in planning and delivering training on good servicing practices or competency-based assessment in the RAC sector is required. Demonstrated experience with safety standards for flammable refrigerants and energy efficiency is also essential. Prior training experience in Asia and the Pacific on Environment/Energy/Climate Change, and familiarity with Montreal Protocol developments and Multilateral Fund policies (HCFCs/HFCs), are desirable.
