Organizational Context
This position is situated within the Country Office of the United Nations High Commissioner for Human Rights (OHCHR) in Cambodia. The incumbent will report directly to the Country Representative, contributing to the office's overall mandate and priorities in the region.
Job Purpose
The Human Rights Officer will lead monitoring, verification, and documentation efforts in line with the Country Office's program and priorities. This role involves developing legal analysis and guidance, providing technical cooperation, and evaluating the implementation of international human rights instruments. The officer will prepare reports for UN bodies, engage with national officials and civil society to plan and review human rights projects, and integrate human rights, gender equality, and Leave No One Behind dimensions into national programs. The position requires staying updated on human rights matters and making recommendations for action, ensuring effective monitoring of the country program.
Responsibilities
The Human Rights Officer will serve as a team leader, responsible for monitoring, verification, and documentation in alignment with the Country Office's program and priorities. Key duties include developing legal analysis, guidance notes, and technical cooperation initiatives. The role involves reviewing and evaluating the implementation of international human rights instruments, and preparing human rights sections for reports to the General Assembly and Human Rights Council. The officer will also prepare inputs for discussions on protection and technical cooperation, and regularly meet with UN staff, national officials, and civil society to plan and review projects. Integrating human rights, gender equality, and Leave No One Behind dimensions into national programs and policies is crucial. The position requires maintaining up-to-date knowledge of human rights issues and recommending actions, while also performing other related duties as required.
Work Experience
A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, or law is required. Experience in monitoring, verification, and reporting on human rights violations, supervising teams, capacity building, implementing technical cooperation projects, and field experience are desirable.
