Job Purpose
This role supports UNEP's mission in Asia-Pacific, assisting countries in implementing the 2030 Agenda and strengthening environmental rule of law. It focuses on developing and promoting robust legal, regulatory, and institutional frameworks for environmental management and sustainable development, aligning with the Montevideo Programme V. Such frameworks are crucial for setting standards, regulating the environment, and ensuring compliance. The consultant will specifically aid the Philippine government in disseminating and operationalizing its Environment and Natural Resources Law Enforcement Manual. This involves translating complex legal elements into clear, accessible, and public-oriented communication materials to enhance environmental management and compliance, thereby contributing to achieving Sustainable Development Goals in the region and strengthening national institutions.
Responsibilities
The consultant will lead the preparation and completion of deliverables under the direct supervision of the Regional Coordinator, Environmental Law and Governance, UNEP Asia and the Pacific Office, in close consultation with DENR. This includes providing technical support to attain specified outputs and coordinating/facilitating consultations with all relevant stakeholders, undertaking domestic travel as needed. A primary duty involves supporting the effective dissemination and operationalization of the Environment and Natural Resources Law Enforcement Manual in the Philippines. This entails translating complex legal elements of the manual into clear, accessible, and public-oriented communication materials. The manual consolidates and harmonizes enforcement rules across various environmental and natural resources laws, facilitating their uniform application, clearly defining roles and responsibilities, and establishing coordination mechanisms with other national government and law enforcement agencies. The role contributes to strengthening national laws and institutions for environmental enforcement, aligning with international environmental commitments and Sustainable Development Goals in the Asia-Pacific region.
Work Experience
A minimum of two years of progressive experience in communications, journalism, public information, or social media management is required. Desired experience includes Environmental and Natural Resources Law, Administrative Law, and/or Public Policy. Experience in graphic design, content development, editing, and visual communication tools is also desired. Working with a government agency or international organization is considered an asset.
