Organizational Context
The UN Action Against Sexual Violence in Conflict Network (UN Action) is a UN system-wide initiative with 27 member entities. It leads advocacy, knowledge-building, and joint programming to prevent and respond to conflict-related sexual violence (CRSV). Housed in the Office of the SRSG on Sexual Violence in Conflict, UN Action serves as the critical interagency coordination forum, addressing CRSV as a peace and security and human rights issue. This role is integral to its mandate.
Job Purpose
The CRSV Coordinator addresses acute capacity gaps in CRSV coordination and prevention, particularly in fragile settings under the SRSG-SVC mandate. The role involves a two-month deployment to provide tailored advice to UN Senior Officials, coordination support, and surge technical assistance in response to emerging needs from government and CSO stakeholders at country and regional levels. The Coordinator will offer remote assistance and frequent deployments to support UN, government, and civil society counterparts, especially women-led organizations, in crisis-affected countries. Embedded in the UN Action Secretariat, the role focuses on implementing a gender-responsive methodology for CRSV in the Syrian context, supporting national capacities and development frameworks. This initiative aims to strengthen system-level coordination, inform strategic decision-making, and support Syrian-led CRSV prevention and response efforts, ensuring system-wide coherence and complementarity across UNCTs, clusters, and partners.
Responsibilities
The CRSV Coordinator will coordinate UN entities, civil society, and partners to strengthen national capacities for CRSV prevention and response in Syria, providing strategic advice and technical guidance. This includes facilitating coordination between UN entities, women-led organizations, survivor networks, and humanitarian platforms, ensuring a survivor-centered approach. The role involves establishing a shared, system-level understanding of the CRSV response for Syria by consolidating inputs from various stakeholders to enhance coherence. The Coordinator will also respond to expressed needs from Syrian authorities by facilitating UN support for integrating gender and CRSV considerations into planning and decision-making, and strengthening institutional coordination. Key responsibilities include providing strategic advice and technical support for CRSV mainstreaming in government and UN planning frameworks, supporting UN Senior Officials in integrating CRSV into conflict analysis and peacebuilding, and developing or reviewing dedicated CRSV strategies. The role also entails promoting inter-agency coordination, potentially establishing a UN Working Group on CRSV for Syria, and managing advocacy and capacity-building efforts through strategic trainings and engagement with women's rights organizations. Finally, the Coordinator will contribute to knowledge management and reporting by documenting good practices and lessons learned, and compiling a list of relevant non-UN entities critical to advancing gender equality and CRSV prevention and response.
Work Experience
At least 7 years of progressively responsible experience is required, including a minimum of 2 years in conflict, crisis, or post-conflict settings. Demonstrated experience in facilitating inter-agency coordination and planning related to CRSV, GBV, protection, or peacebuilding is essential. Experience advising senior UN leadership on WPS, gender, or conflict prevention/resolution, and experience within the UN common system or comparable international organizations, are also required.
