Job Purpose
The Programme Officer (Head of Office) is responsible for the overall implementation and strategic direction of UNODC projects and initiatives in Lebanon. The role translates programmatic objectives into technical assistance and policy development, advocating for drug and crime-related issues within UN strategic planning instruments. The incumbent also coordinates with field offices, HQ, national authorities, and other actors to facilitate project implementation and foster synergies, while promoting gender equality and managing the Programme Office resources effectively.
Responsibilities
Key responsibilities include ensuring the strategic direction and resource mobilization for UNODC's Lebanon programme, and acting as Head of Office to represent UNODC. The role involves translating programmatic objectives into technical assistance and policy development, and contributing to UN-wide strategic planning and advocacy for drug and crime issues. Coordination with UNODC field offices, HQ, national authorities, and international actors is crucial for project implementation. Specific duties include managing programme implementation, overseeing budgets, expenditures, and partnerships; designing and supporting capacity-building activities; ensuring effective financial management and reporting; engaging with funding partners; analyzing data for trends; drafting reports and presentations; and promoting gender equality. The role also involves managing the Programme Office's financial, physical, and human resources, ensuring staff well-being, and acting as the security focal point.
Work Experience
A minimum of five years of relevant professional experience in implementing international technical cooperation projects in criminal justice and crime prevention is required. Experience in capacity-building, training, and advisory services is also necessary. Desirable experience includes fund-raising, managing projects funded by international partners, team and performance management, and data analytics.
