Associate Programme Officer (Finance and Budget)
Organizational Context
This position is based in Beirut, Lebanon, within the Regional Office for the Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC). The role operates under the direct supervision of the National Programme Coordinator and the Regional Programme Coordinator, with overall guidance from the UNODC Administrative and Finance Officer. The incumbent will collaborate closely with various UNODC operations and programme teams.
Job Purpose
The Associate Programme Officer (Finance and Budget) is responsible for supporting the Crime Prevention and Criminal Justice Regional programme and the Lebanon Programme Office. This involves assisting in the administration and implementation of budget, financial, and management strategies, ensuring compliance with UN financial regulations. The role facilitates financial implementation of programmes and projects, monitors budgets and expenditures, provides financial guidance, and supports the preparation of financial reports and proposals. Additionally, the position contributes to knowledge sharing, prepares consultant terms of reference, assists with field missions and capacity-building activities, and acts as a quality control for administrative and financial procedures.
Responsibilities
Facilitate the financial implementation of assigned programmes, projects, and grants, ensuring compliance with UN financial rules and regulations. Monitor and analyze programme/project development and implementation, including financial processes and audit recommendations. Assist in creating and revising programme/project documents, contributing to strategic planning and financial oversight within the IPMR system. Serve as the focal point for grant creation and budget allocation for the criminal justice portfolio. Review cost estimates, monitor budgets and expenditures, and ensure compliance with donor agreements and work plans. Prepare and review budget proposals for donors. Support the preparation, coordination, monitoring, and reporting of monthly, quarterly, and annual financial reports. Provide financial guidance to teams on resources, challenges, and long-term funding implications. Facilitate the closure of financial agreements and monitor open commitments. Prepare terms of reference for consultants and contribute to administrative arrangements for field missions and capacity-building activities. Act as a quality control for administrative, operational, and financial procedures, guiding project assistants. Serve as UNODC focal point for administrative processes with the Operations Management Team and ESCWA. Contribute to data collection, analysis, and reporting using data visualization methods.
Work Experience
A minimum of two years of progressive professional experience in finance, administration, budget, or business administration is required. Experience in financial support, analysis, and budget monitoring for technical assistance programmes is necessary. Proficiency with an Enterprise Resource Planning (ERP) system is required. Experience with SAP/Umoja, programme management, financial monitoring of projects, and the UN system is desirable.
