Human Resources Assistant
Organizational Context
This position is within the Regional Office for the Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC), Division for Operations. The role reports to the UNODC Regional Representative and the Human Resources Associate, contributing to the operational support of the UNODC's mandate in the region.
Job Purpose
The Human Resources Assistant plays a crucial role in supporting the UNODC Regional Office for the Middle East and North Africa (ROMENA) by managing and facilitating various human resources functions. This includes actively participating in recruitment processes for administrative staff, UNVs, and consultants, from screening applications to conducting preliminary interviews. The role also supports the recruitment of locally recruited staff, interns, and competitive examinations, ensuring compliance with UNODC policies. Additionally, the assistant provides guidance on HR policies, contributes to staff development and training initiatives, manages contract extensions, and maintains HR systems and databases. This position is vital for ensuring efficient HR operations and supporting staff wellbeing within the region.
Responsibilities
Manage recruitment processes, including screening applications, preparing candidate profiles, and conducting preliminary interviews for administrative positions, UNVs, and consultants. Support local staff recruitment by contributing to job classifications, vacancy announcements, interview panels, and submitting recruitment requests. Oversee intern recruitment and ensure compliance with internship policies. Assist in organizing recruitment examinations and maintaining vacancy announcement files. Facilitate training courses and workshops, and provide guidance on HR policies to staff in the MENA region. Contribute to knowledge management and induction processes for new staff. Act as the focal point for contract management, ensuring timely finalization of contract extensions and follow-up on performance evaluations. Maintain HR automated systems, databases, and prepare periodic reports. Conduct research on HR issues and assist in report preparation. Provide general office support, including drafting correspondence, maintaining files, scheduling, and responding to HR queries. Monitor staff attendance and leave records for national staff. Maintain the staffing table, gender distribution, and organizational structure for UNODC ROMENA.
Work Experience
A minimum of five years of experience in human resources or administration is required. This can be reduced to three years with a first-level university degree. Proficiency in MS Office, spreadsheet, and database software is essential. Experience with web-based management systems is also required. Experience within the UN system or international organizations, data analytics, and ERP systems is desirable.
