ECONOMIC AFFAIRS OFFICER (Technical Advisor)
Organizational Context
This position is within the Resources Management Section of the Energy, Housing and Land Management Division at the United Nations Economic Commission for Europe (UNECE) in Geneva, Switzerland. The role reports to the Chief of Section and the Director of the Division. The position is temporary, initially for six months, with potential for extension.
Job Purpose
The role supports the implementation of the "Strengthening Circular Resource Systems" project by conducting result-oriented activities. This involves engaging with UNECE member states, policymakers, industry representatives, SMEs, research institutions, and NGOs. The incumbent will develop methodologies for measuring circular economy impacts using UNFC and UNRMS, interpret econometric models to reduce virgin material demand and carbon emissions, and draft analytical studies. The position also involves providing substantive support to governments to enhance their capacity in implementing UNRMS for circular resource systems, preparing reports for intergovernmental bodies, and organizing training seminars and technical cooperation activities.
Responsibilities
Key responsibilities include developing databases and methodologies for measuring and reporting on circular economy material flows and impacts using UNFC and UNRMS. The role involves interpreting and adapting econometric models to identify trends that reduce virgin material demand and associated carbon emissions. Duties also encompass drafting technical papers, analyzing policy proposals related to sustainable resource management and circularity, and attending international meetings. The incumbent will support intergovernmental bodies by identifying governance gaps, strengthening national capacities for UNRMS implementation, and preparing reports. Additionally, responsibilities include participating in missions, organizing training seminars for national experts, preparing case studies, and contributing to technical cooperation project development. General duties involve administrative tasks and data analysis for informed decision-making.
Work Experience
A minimum of five years of progressive experience in economic research, analysis, and policy formulation is required. At least two years of experience in energy and resource management research, analysis, and policy formulation is also required. Experience with UNECE member states, UNRMS, and UNFC is desirable, as is experience in data analytics.
