Organizational Context
The United Nations Joint Staff Pension Fund (UNJSPF) provides retirement, death, and disability benefits to over 90,000 beneficiaries across 190 countries. The Pension Administration comprises 282 staff across four duty stations. This Information Systems Officer role is within the Data Architect Unit, Information Management Systems Service, reporting to the Chief of Unit.
Job Purpose
The Information Systems Officer will manage projects involving feasibility studies, systems analysis, design, development, and implementation of new systems, or participate as a key team member in complex system development. This role involves developing detailed system specifications, providing specialized advice to users, and translating requirements into new applications. The incumbent will maintain, upgrade, and enhance existing data and user systems, troubleshoot issues, and provide ongoing user support. Responsibilities include developing and maintaining computer programs, ensuring data security, and conducting system testing. The role also involves researching and recommending new technologies, developing and maintaining modern cloud data integration technologies, and creating BI reports and dashboards to enhance business analytics capabilities.
Responsibilities
Manage projects including feasibility studies, systems analysis, design, development, and implementation of new systems, or contribute as a team member on complex system components. Develop detailed system and functional specifications, including user documentation. Provide expert advice to users, analyze requirements, and translate them into applications, addressing system integration and linkage issues. Maintain, upgrade, and enhance existing data and user systems, troubleshoot problems, and provide continuous user support. Develop and maintain computer programs integrated with other systems, ensuring data security and access controls. Organize and execute unit and integrated testing, assist users with acceptance testing. Research, analyze, and evaluate new technologies, recommending their implementation. Develop and maintain modern cloud data integration technologies (e.g., Azure, AWS) and define scalable data integration frameworks, ETL/ELT pipelines, and ingestion processes. Develop and maintain BI reports, dashboards, and scorecards. Design, develop, test, optimize, and deploy SSIS packages, adhering to data consolidation, integration, transformation, and quality best practices. Participate in working groups on data quality, metadata, and governance. Evaluate and recommend cloud-based data platforms and tools. Support the development of data collection and analysis policies. Provide guidance and supervision to junior staff and consultants.
Work Experience
A minimum of five years of progressive experience in planning, designing, developing, implementing, and maintaining Cloud Data Platforms and Business Intelligence solutions is required, preferably in Pension, HR, or Finance systems. Experience with cloud-native data platforms (e.g., Azure Data Factory, AWS Glue) and expert-level SQL, data modeling, and performance optimization is essential. Experience with advanced cloud BI technologies and DAX for Power BI is also required. Experience with Pension and ERP systems (e.g., Oracle Fusion, ServiceNow) and in international organizations is desirable.
