International Senior Trafficking in Persons Consultant
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) is part of the UN Secretariat. This role supports the OGCCR Project Coordinator and the Representative for the GCC Region, working closely with colleagues and experts to deliver technical support to the HRC and NCCHT in Saudi Arabia.
Job Purpose
The purpose of this consultancy is to develop and deliver tailored training materials and online sessions on various aspects of combating trafficking in persons. This includes topics such as sexual exploitation, victim identification and referral, dealing with vulnerable groups, exploitative begging, and the role of media. The consultant will also review and finalize self-learning programs and studies related to international and national legal frameworks, cooperation agreements, and screening indicators for victims. The role contributes to enhancing capacity building and awareness in the fight against human trafficking within the specified regions.
Responsibilities
Develop and deliver virtual training workshops on combating trafficking in persons for sexual exploitation, victim identification, protection, assistance, and referral. Conduct training on dealing with vulnerable groups in cross-border contexts and on combating exploitative begging. Prepare and deliver workshops on the role of media in addressing trafficking in persons and on international/national legal frameworks. Review and finalize self-learning programs and protocols on school-based reporting. Develop and deliver training on tourism, religious seasons, and vulnerable groups, as well as ICAO guidelines for airports. Review and finalize studies on cooperation agreements with labor-sending countries, including gap assessments and proposals for amendments. Conduct training on the concept of trafficking, victim assistance procedures, coordination mechanisms among authorities, and integration of screening, shelter, and referral bodies.
Work Experience
At least seven years of professional experience in crime prevention, law enforcement, prosecution, criminal justice, international relations, or international criminal law is required. Practical experience in legal assessments, research on trafficking in persons, and delivering relevant training is also required. Experience in the GCC and/or MENA regions and with the UN is desirable.
Skills
Legal assessments, research, training delivery, knowledge of legal frameworks concerning trafficking in persons (UNTOC, UN TiP Protocol), Islamic law, Arab regional anti-human trafficking instrument, working experience in GCC/MENA regions, UN work experience.
