The UN Secretariat's Resident Coordinator System in the Central African Republic (CAR) supports the UN Country Team (UNCT) in implementing the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-2029. This role supports the operationalization of the CAR Sustainable Development Fund (Emai Fund), the closure of the Ezingo Fund, and advances joint programming. The Resident Coordinator's Office (RCO) is central to UNCT coordination and partnerships.
Job Purpose
This role serves to provide dedicated support to the implementation of the UNSDCF and the management of country-level pooled funds in the Central African Republic. The Individual Contractor will enhance coordination and governance processes, foster collaboration among UN entities and external stakeholders, and contribute to donor engagement and resource mobilization. The position aims to strengthen monitoring and reporting, and improve knowledge management, documentation, and visibility of collective UN results supporting national priorities. The contractor will facilitate effective functioning of pooled funds and joint programmes, ensuring alignment with the UNSDCF and the National Development Plan, ultimately maximizing the UN's collective impact.
Responsibilities
Provide operational and coordination support for the Emai Fund, including managing governance meetings, reporting, and stakeholder engagement. Facilitate the closure of the Ezingo Fund by following up on outstanding reporting and closure actions. Offer coordination and implementation support for UNSDCF joint programmes and initiatives, including preparing necessary documents. Deliver secretariat support for UNCT coordination mechanisms, managing agendas, meeting reports, and action trackers. Prepare briefing packages, presentations, talking points, and background notes for the Resident Coordinator's Office. Document lessons learned, best practices, and results related to joint programming, pooled fund management, and UNCT coordination. Submit a final consultancy report detailing activities, achievements, lessons learned, and recommendations.
Work Experience
A minimum of five years of progressive experience in programme coordination, partnerships, development cooperation, project management, or resource mobilization is required. Experience supporting high-level partnership events, multi-stakeholder platforms, and working within fragile contexts, particularly in Africa, is desirable. Experience in drafting reports and briefing materials is also needed.
