Job Purpose
This role serves as an Arms Expert within a UN Panel of Experts, tasked with monitoring sanctions measures and investigating alleged violations related to Security Council resolutions concerning the Sudan. The expert will contribute to comprehensive reports, provide analysis on arms flows and related materiel, and develop recommendations for enhancing sanctions implementation. The position aims to support the Security Council's efforts in maintaining peace and security by ensuring the effective application of the established sanctions regime.
Responsibilities
The Arms Expert will monitor sanctions measures and investigate alleged violations concerning the Sudan, contributing to Panel reports to the Security Council Committee. Responsibilities include preparing recommendations for improved sanctions implementation based on investigations and outreach, compiling information on potential sanctions violators, and investigating arms and ammunition flows, particularly those involving armed groups. The expert will gather and analyze data on the supply, sale, or transfer of weapons and related materiel to Darfur, and monitor illicit trafficking networks. Additionally, the role involves analyzing political developments relevant to the mandate, monitoring media, preparing briefings, and assisting in strengthening Member States' capacities for sanctions implementation.
Work Experience
A minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations, strong investigative experience, and proven report-writing skills are essential. Experience with UN sanctions regimes is highly desirable.
Skills
Substantive knowledge in small and heavy weapons, emerging weapon technologies, and platforms. Experience analyzing supply chains, procurement channels, R&D, and operational use trends. Strong research and investigative skills. Excellent report writing. Proven interpersonal skills in complex environments. Understanding of sanctions regimes. Media monitoring (including social media).
