International Humanitarian Law Expert
Organizational Context
The International Humanitarian Law Expert serves within the Panel of Experts, established by Security Council resolution 1591 (2005) concerning Sudan. This five-expert Panel monitors sanctions and reports to the Security Council Committee and the Security Council. The role operates under the overall guidance and management of the Security Council Subsidiary Organs Branch of the Security Council Affairs Division within the Department of Political and Peacebuilding Affairs.
Job Purpose
The International Humanitarian Law Expert's primary purpose is to contribute significantly to the monitoring of sanctions measures and the investigation of alleged violations related to Sudan, as mandated by Security Council resolutions. This involves preparing comprehensive reports for the Security Council Committee and the Security Council, and formulating recommendations for improved sanctions implementation based on thorough investigations, country visits, and outreach activities. The expert will also compile critical information on individuals and entities potentially engaged in sanctions violations, and provide insightful analysis of national, regional, and international political developments relevant to the Panel's mandate. Furthermore, the role entails monitoring media, preparing and delivering briefings on the sanctions regime, and assisting in strengthening Member States' capacities to effectively implement Security Council measures. A core contribution is ensuring all reports adhere to high evidentiary standards and rigorous methodology, while upholding due process for all parties during investigations.
Responsibilities
The expert will substantively monitor sanctions measures and investigate alleged violations related to Sudan, contributing to comprehensive reports and recommendations for the Security Council Committee and the Security Council. This includes compiling detailed information on individuals and entities engaged in violations, providing analysis of national, regional, and international political developments, and monitoring media, including social media, for relevant issues. They will prepare and deliver briefings and presentations on the sanctions regime and the Panel’s activities, and assist states in strengthening their capacities to enhance the implementation of Security Council measures. A key duty is ensuring all reports adhere to high evidentiary standards and rigorous methodology, while providing due process to Member States, entities, and individuals during investigations. Organizationally, responsibilities include preparing and regularly updating the Panel's program of work and travel schedule, participating in fact-finding missions to gather information from diverse stakeholders, drafting and following up on correspondence, and meticulously collating, assessing, classifying, and archiving all obtained materials. The expert must also submit an End of Assignment Report to the UN Secretariat. Administratively, the role requires strict adherence to United Nations rules and regulations, as guided by the Senior Secretary and Division Directors.
Work Experience
A minimum of ten years of progressively responsible experience in the relevant area is required, including at least three years of field experience. This must encompass significant field experience in post-conflict or transitional situations, strong field research or investigative experience, and proven ability to write high-quality reports. Demonstrated interpersonal skills in complex, political, and structured working environments are essential. A clear understanding of sanctions regimes within a United Nations, regional organization, or Member State setting is highly desirable, as is experience working under UN Secretariat rules and culture.
