Organizational Context

The Panel of Experts, established by Security Council resolution 1591 (2005), comprises five experts monitoring the Sudan sanctions regime. Its mandate is set by the Security Council, operating under the direction of the Security Council Committee concerning Sudan. This role sits within the Panel, reporting to the Committee and the Security Council, and is guided by the Security Council Affairs Division of the Department of Political and Peacebuilding Affairs.

Job Purpose

The purpose of this role is to serve as an Armed Groups Expert within the Panel of Experts, contributing significantly to the monitoring and investigation of sanctions violations related to Sudan, as mandated by Security Council resolutions. The expert will provide specialized knowledge to analyze national, regional, and international political developments and dynamics relevant to the Panel's mandate, with a particular focus on investigating flows of arms and ammunition involving armed groups. This position is instrumental in preparing high-quality reports and recommendations for the Security Council and its Committee, aiming to improve the implementation of the sanctions regime. The expert will also ensure due process for Member States, entities, and individuals during investigations, and assist in strengthening state capacities to enhance compliance with Security Council measures. Through these efforts, the role directly supports international peace and security by upholding the integrity of the sanctions framework and providing critical, evidence-based insights to inform policy decisions.

Responsibilities

The Armed Groups Expert holds substantive responsibilities including monitoring sanctions measures and investigating alleged violations related to Sudan, subsequently reporting findings to the Security Council and its Committee. This involves preparing recommendations for improved sanctions implementation based on investigations and outreach, compiling information on individuals and entities engaged in violations, and providing in-depth analysis of national, regional, and international political developments relevant to the Panel's mandate. The expert will specifically investigate flows of arms and ammunition, with a focus on transfers involving armed groups, monitor media, and prepare and deliver briefings and presentations on the sanctions regime. Furthermore, the role requires assisting in identifying areas where Member States' capacities can be strengthened for sanctions implementation, contributing to reports adhering to high evidentiary standards and rigorous methodology, and ensuring due process for all parties during investigations. Organizational duties encompass preparing and regularly updating the Panel's work program and travel schedule, participating in fact-finding missions to relevant countries to gather information from government authorities, civil society, and UN presences, and drafting and following up on correspondence. The expert is also responsible for collating, assessing, classifying, categorizing, and archiving all materials obtained during investigations, and submitting an End of Assignment Report to the UN Secretariat. Administratively, the expert must strictly abide by the rules and regulations of the United Nations.

Work Experience

A minimum of ten years of progressively responsible experience, including at least three years of field experience, is required. Significant field experience in post-conflict or transitional situations, along with strong field research or investigative experience in the area of expertise, is essential. Experience in writing high-quality reports is also required. A demonstrated understanding of sanctions regimes and experience with UN rules and working culture are highly desirable.

Skills

Proven interpersonal skills in complex, political, and structured environments are required. Fluency in English is essential, and knowledge of Arabic is desirable. The role demands substantive knowledge of sanctions regimes, strong field research and investigative capabilities, and high-quality report writing skills.
