Organizational Context
The Panel of Experts, established by Security Council resolution 1591 (2005), comprises five experts focused on implementing the Sudan sanctions regime. Its mandate is set by the Security Council and directed by the Security Council Committee concerning Sudan. This role sits within the Panel, reporting to the Committee and the Security Council, under the overall guidance of the Security Council Affairs Division of the Department of Political and Peacebuilding Affairs.
Job Purpose
The Regional Issues Expert serves to monitor and investigate violations of the sanctions regime related to Sudan, as mandated by Security Council resolutions. This involves contributing to reports for the Committee and Security Council, preparing recommendations for improved sanctions implementation based on investigations and country visits, and compiling information on entities involved in violations. The expert will analyze national, regional, and international political developments relevant to the Panel's mandate, monitor media, and deliver briefings on the sanctions regime. A key contribution is assisting states in strengthening their capacities to implement Security Council measures, ensuring reports adhere to high evidentiary standards, and providing due process during investigations. The role also involves preparing work programs, participating in fact-finding missions, drafting correspondence, and assessing gathered information to support the Panel's overall objectives.
Responsibilities
Substantive Responsibilities: Monitor sanctions measures and investigate alleged violations related to Sudan, contributing to reports for the Committee and Security Council. Prepare recommendations for improved sanctions implementation based on investigations, country visits, and outreach. Compile information on individuals and entities involved in violations. Analyze national, regional, and international political developments relevant to the Panel's mandate, incorporating findings into reports. Monitor media, including social media, for relevant issues. Prepare and deliver briefings on the sanctions regime and Panel activities. Assist in strengthening State capacities for implementing Security Council measures. Ensure reports meet high evidentiary standards and rigorous methodology, providing due process during investigations.
Organizational Responsibilities: Contribute to preparing and regularly updating the Panel's program of work, including travel schedules. Participate in fact-finding missions to gather information from government authorities, private entities, civil society, and UN presences. Draft and follow up on correspondence. Collate and assess information, sharing notes with other Panel members. Classify, categorize, and archive investigation materials. Submit an End of Assignment Report to the UN Secretariat.
Administrative Responsibilities: Abide by United Nations rules and regulations, guided by the Senior Secretary of the Committee, the Chief of the Subsidiary Organs Branch, and the Director of the Security Council Affairs Division.
Work Experience
A minimum of ten years of progressively responsible experience, including at least three years of field experience, is required. Significant field experience in post-conflict or transitional situations, along with strong field research or investigative experience in the area of expertise, is essential. Experience in writing high-quality reports and proven interpersonal skills in complex political environments are also required. Understanding of sanctions regimes within a UN, regional, or Member State setting and experience with UN Secretariat rules are highly desirable.
