Organizational Context
The UN Secretariat's Department of Political and Peacebuilding Affairs, specifically the Security Council Affairs Division, oversees the Panel of Experts on the Sudan sanctions regime. This role supports the Panel, which operates under the direction of the Security Council Committee, reporting to both the Committee and the Security Council.
Job Purpose
This Finance Expert role is crucial for the UN Secretariat's Panel of Experts on the Sudan sanctions regime. The purpose is to contribute substantive expertise to the monitoring of sanctions measures and the investigation of alleged violations. The role involves analyzing political developments, compiling information on potential violations, and preparing reports and recommendations for the Security Council Committee and the Security Council. The expert will also contribute to strengthening Member States' capacities in implementing sanctions, ensuring high evidentiary standards and due process in investigations, and participating in fact-finding missions. The position is home-based with travel requirements and is expected to be for an initial period of 12 months, subject to mandate renewal and budgetary approval.
Responsibilities
The Finance Expert will contribute to monitoring sanctions measures and investigating alleged violations related to the Sudan, as mandated by Security Council resolutions. This includes reporting on violations to the Committee and Security Council, and preparing recommendations for improved sanctions implementation based on investigations and outreach. The role involves compiling information on entities involved in sanctions violations and analyzing relevant political developments. The expert will prepare and deliver briefings on the sanctions regime and Panel activities, and assist in enhancing Member States' capacity to implement sanctions. Organizational duties include contributing to the Panel's work program and travel schedule, participating in fact-finding missions, drafting correspondence, assessing and archiving information, and submitting an end-of-assignment report. Administrative duties require adherence to UN rules and regulations.
Work Experience
A minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is necessary, along with strong field research or investigative experience. Experience in writing high-quality reports and proven interpersonal skills in complex environments are also required.
