International Consultant, the UN Country Analysis for Libya (2026)
Organizational Context
The UN Secretariat's Resident Coordinator System in Libya is seeking an International Consultant to support the development of the 2026 United Nations Country Analysis. This role is based in Tripoli and contributes to informing strategic choices, accelerating development objectives, and guiding the new UN planning framework.
Job Purpose
The purpose of this role is to assist the UN Country Team (UNCT) Analytical Team in developing a high-quality, evidence-based, and forward-looking 2026 United Nations Country Analysis (UNCA) for Libya. This analysis will serve as a crucial tool to inform strategic prioritization for the next UN Sustainable Development Cooperation Framework (UNSDCF), assess progress towards the Sustainable Development Goals (SDGs), and identify key drivers of development and peacebuilding challenges. The UNCA will strengthen the UNCT's analytical capacity, support strategic positioning, advocacy, partnerships, and decision-making, enabling more agile programming in Libya's complex environment. The role directly supports the creation of a new UN planning framework starting from 2028.
Responsibilities
The International Consultant will support the development of the 2026 United Nations Country Analysis (UNCA) for Libya. Key responsibilities include consolidating and analyzing data from various sources to produce a comprehensive, conflict-sensitive UNCA supported by evidence. The consultant will also support a foresight exercise, preparing a report on findings and implications. A significant part of the role involves editing, consolidating, and finalizing the UNCA document in coordination with the UN Analytical Team and RCO Economist. Furthermore, the consultant will facilitate participatory consultations with key stakeholders, including government, IFIs, civil society, marginalized groups, and UN regional offices, ensuring inclusive engagement and coordination with the Analytical Team and RCO Economist.
Work Experience
A minimum of 10 years of progressive professional experience in sustainable development analysis, strategic planning, policy analysis, country assessments, or UN programming is required. Essential experience includes drafting/supporting UN Country Analyses or similar products, applying systems thinking and causal analysis, and strong knowledge of the 2030 Agenda and SDGs. Experience in fragile or complex settings is also required.
