Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role supports the Climate Change Division/Climate Change Mitigation Unit, specifically the Global Funds Mitigation & Transparency Section, by managing projects and providing general administration. The position is home-based with an expected duration of 12 months.
Job Purpose
This role is crucial for supporting the Climate Change Mitigation Unit in delivering project and fund management services for the Global Funds Mitigation & Transparency Section. The incumbent will ensure the accurate and efficient administration of climate change projects, contributing to UNEP's mandate of promoting sustainable development and effective climate policies. By facilitating fund disbursement, tracking project progress, and providing guidance to executing agencies, this position directly supports the transition towards climate stability and helps countries progress on decarbonization and resilience pathways.
Responsibilities
Key responsibilities include managing projects and funds within the Global Funds Mitigation & Transparency Section and providing general administration. This involves verifying project documents for accuracy, consistency, and compliance; assisting with budget preparation; initiating banking details setup; and facilitating fund disbursement to executing agencies. The role also entails guiding agencies on financial reporting, tracking project internalizations and revisions, preparing fund documents for budget allocations in the ERP system, and reviewing expenditure reports for correctness and fund availability. Additionally, the incumbent will process expenditure recordings, follow up on outstanding financial reports, manage project databases, assist with project evaluations and closure, and maintain project files.
Work Experience
A minimum of seven years of progressive experience in finance, budget, or accounting is required; this is reduced to five years for candidates with a first-level university degree. Experience in grant management, donor reporting, analyzing financial data, and working with ERP systems (like UMOJA) is essential. Experience with UN financial rules and IPSAS is desirable.
