The United Nations Environment Programme (UNEP) is the leading global environmental authority. This consultancy is within the Nature Frameworks and Strategies Unit, supporting integrated approaches for sustainable food systems in Lao PDR. The role contributes to strengthening policy coherence and institutional coordination for climate and nature action within food systems transformation.
Job Purpose
This consultancy aims to support the Joint SDG Fund joint programme in Lao PDR, focusing on strengthening institutional coordination and learning mechanisms that link climate and nature action with food systems transformation. The consultant will provide technical, analytical, and coordination support to enhance policy coherence across food systems, climate, and biodiversity agendas. The role will strengthen national and subnational capacities for integrated governance, planning, and reporting, contributing to policy processes, project coordination, capacity-building, and knowledge product generation aligned with UNEP's mandate and global frameworks.
Responsibilities
Conduct technical analysis and develop recommendation guidelines to enhance cross-sectoral cooperation and linkages between food systems, NDCs, UNCCD land degradation targets, and NBSAPs. Design technical guidance and methodological approaches for integrated policy and governance linking food systems, climate change, land degradation, and biodiversity. Develop workshop methodologies, technical content, and background materials for policy coherence and capacity-building, engaging relevant institutions. Provide expert advice and engagement strategies, including technical inputs for international processes, to strengthen multi-stakeholder governance. Produce high-quality analytical outputs such as reports, policy briefs, and guidance materials. Identify and synthesize best practices, commitments, standards, and frameworks relevant to sustainable food systems. Develop analytical inputs on financing opportunities and strategic pathways for future programming. Develop monitoring and reporting frameworks, including indicators and knowledge management approaches.
Work Experience
A minimum of two years of progressively responsible experience in sustainable food systems, environmental policy, climate and biodiversity governance, or related areas is required. Experience working with government institutions, multi-stakeholder processes, and integrated policy frameworks is necessary. Experience in workshop facilitation and knowledge of Lao PDR are desirable.
