Organizational Context

Job Purpose
The Recruitment Officer manages and executes comprehensive recruitment services and activities, ensuring compliance with established procedures and post descriptions. This role is crucial for attracting and selecting qualified talent, thereby supporting UNRWA's operational needs and its mission to assist Palestine refugees. The incumbent oversees the entire recruitment lifecycle, from preparing vacancy advertisements and technical tests to screening applications, conducting interviews, and providing guidance to both internal and external candidates. A key aspect involves advising the Human Resources Career Management Officer (HRCMO) and Field Human Resources Officer (FHRO) on recruitment issues, contributing to the annual Field recruitment plan, and refining selection guidelines. The role also involves producing statistical reports on recruitment activities, engaging with external counterparts, and ensuring the development of appropriate assessment tools, all while incorporating gender perspectives into the process. This position ensures efficient, fair, and transparent recruitment practices.
Responsibilities
The Recruitment Officer manages the full cycle of recruitment services, ensuring daily operations align with established procedures and post descriptions. This includes revising vacancy advertisements, developing effective promotional materials, and coordinating with hiring offices to prepare technical tests. The role involves meticulously monitoring application screening against criteria, addressing discrepancies, and advising the Human Resources Career Management Officer (HRCMO) accordingly. The incumbent prepares for and participates in interview panels, ensuring recruitments adhere to the overall plan, incorporate gender perspectives, and completes necessary reports for local field recruitment. Key responsibilities also include initiating contact with job applicants, offering guidance and feedback to both internal and external candidates throughout the process. The Officer advises HR leadership on recruitment issues, contributes to the annual Field recruitment plan, and refines recruitment guidelines and selection procedures. Furthermore, the role entails producing periodic statistical reports on recruitment activities, liaising with external counterparts in missions and NGOs regarding vacancies, and providing updates to Programme heads. The incumbent also oversees the development of appropriate assessment tools in coordination with hiring offices and performs other assigned duties.
Work Experience
A minimum of five years of progressively responsible experience in human resources management is required. This must include at least two years specifically in recruitment and succession planning at a supervisory level. Candidates with senior experience should detail the number of staff supervised under each relevant position.
