Organizational Context

The International Residual Mechanism for Criminal Tribunals (IRMCT), located in The Hague, Netherlands, is part of the UN Secretariat. This Individual Contractor (IC) position is within the Registry, Security and Safety Section (SSS) of the IRMCT's The Hague branch. The role operates under the supervision of SSS IRMCT management, focusing on security operations.

Job Purpose

The primary purpose of the IC Security Officer role is to ensure the safety and security of personnel, property, and visitors at the International Residual Mechanism for Criminal Tribunals (IRMCT) premises in The Hague. This involves maintaining stringent access control at all entry points, actively preventing unauthorized access to restricted areas, and providing essential support to the Security Operations Centre. The officer contributes significantly to the overall security posture by conducting regular inspections for fire precautions and security installations, patrolling designated areas, and promptly reporting any violations or unusual activities. A key contribution is also ensuring compliance with UN identification and documentation protocols for personnel and equipment removal. Furthermore, the role is critical in responding effectively to safety and security emergencies, adhering strictly to established operational procedures and policies, thereby safeguarding the integrity and operational continuity of the IRMCT.

Responsibilities

The Security Officer is responsible for comprehensive safety and security provisions for personnel, property, and visitors at the IRMCT premises. This includes maintaining strict access control by providing security coverage at all entry points, preventing unauthorized individuals from entering restricted areas, and ensuring all personnel wear valid UN Identification Cards and passes. The officer also verifies proper authorization and documentation for the removal of any UN equipment or supplies from the compound. Key duties involve conducting regular inspections of IRMCT offices and building sites, implementing basic fire precautions, and reporting any defective security installations or equipment. The role requires continuous vigilance through patrols of the area of responsibility, meticulously recording and reporting all safety and security violations or observations. The officer must remain alert for potential security breaches, disturbances, or unusual activities, reporting them immediately through established channels. Furthermore, the Security Officer provides essential support to the Security Operations Centre and is tasked with responding to safety and security emergencies in strict accordance with standing operating procedures, applicable policies, and security plans. They ensure all offices, stores, meeting rooms, and gates within their area of responsibility are secured at all times, and perform other security-related duties as assigned by the Chief SSS.

Work Experience

A minimum of three years of experience in a civilian police force, military, or security-related field is required. Prior experience within the UN system or an international organization is desirable.

Skills

Required: Fluency in English. Desirable: Computer skills (Word, Excel, PowerPoint), supplemental security management or related training. Other requirements include a willingness to undergo physical training in control and restraint techniques.
