Organizational Context
The UN Development System underwent a global reform in 2019 to enhance efficiency in achieving the 2030 Agenda and SDGs. UN Resident Coordinator Offices (RCOs), led by an empowered Resident Coordinator, support countries in their development priorities. This role is within the United Nations Resident Coordination Office in Libya, reporting to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader.
Job Purpose
The Area Coordination Officer's primary purpose is to deliver high-level coordination, analytical, and policy support to the UN Resident Coordination Office (RCO) and the UN Country Team (UNCT) in Libya. This role is instrumental in fostering a tangible transformation in how the UN operates and how Libyan systems function, with a strategic target of June 2026. The incumbent will significantly contribute to advancing local coordination and providing municipal policy advisory support, thereby strengthening governance at the local level. A key contribution involves enhancing municipal data systems to ensure responsible integration of humanitarian datasets and promoting interoperability with national platforms for evidence-informed decision-making. Furthermore, the officer will institutionalize Disaster Risk Management (DRM), preparedness, and early warning capacities, supporting national counterparts in developing resilience frameworks and testing inter-institutional emergency preparedness Standard Operating Procedures. This ultimately aims to enable organized, life-saving responses at the community level.
Responsibilities
The Regional Coordination Officer's responsibilities encompass three core areas. In Local Coordination & Municipal Policy Advisory Support, the officer will engage with municipal councils in the East to advance the UN’s area-based coordination model. This includes assisting municipalities in integrating displacement management, IDP reintegration, and climate/conflict sensitivity into their development and peacebuilding plans. The role involves facilitating dialogue and coordination among municipal councils, national authorities, UN entities, INGOs, and civil society to ensure coherent, multi-stakeholder planning and implementation, and coordinating with UN Agencies for cross-agency coherence and integrated local planning. The officer will also help position selected municipalities as demonstration sites for inclusive governance. For Strengthening Municipal Data Systems, responsibilities include consolidating initiatives to integrate vetted humanitarian datasets into municipal systems for targeting and resource allocation. The officer will support interoperability between municipal and national platforms, promoting harmonized data standards and evidence-informed decision-making, and assist national institutions in addressing data-sharing barriers to advance a unified national platform for risk and development information. In Institutionalizing DRM, Preparedness, and Early Warning Capacities, the officer will support national counterparts in consolidating resilience frameworks and convening UN technical expertise for finalizing a national Disaster Risk Management (DRM) strategy. This also involves contributing to the development and testing of an inter-institutional SOP for emergency preparedness, strengthening integration between national alert systems and community-level action, and coordinating UNCT’s emergency preparedness by updating contingency plans and monitoring early warning indicators.
Work Experience
A minimum of two years of work experience in Coordination and Communication is required. Experience with local government is desirable, and professional experience with the United Nations is an asset. Additionally, a minimum of two years of demonstrated experience in humanitarian and coordination roles is desirable.
