The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts and ensuring synergies. It guides, monitors, and reports on the Sendai Framework's implementation, catalyzing action and raising global awareness. This consultancy, based in the Regional Office for Arab States (ROAS), supports evidence-based DRR and resilience efforts in the Arab region.
Job Purpose
This consultancy aims to strengthen evidence-based disaster risk reduction (DRR) and resilience efforts within the Arab region. The role will contribute by producing high-quality research, analysis, and knowledge products that support the implementation of the Sendai Framework and related regional priorities. The consultant will provide technical inputs, conduct in-depth research on various DRR thematic areas, and support the development of analytical products and knowledge outputs. This includes contributing to the Regional Assessment Report, ensuring its accuracy and comprehensiveness, and facilitating the dissemination of findings to inform policy and practice. The ultimate goal is to enhance DRR strategies and promote sustainable development across the region.
Responsibilities
The consultant will conduct comprehensive desk reviews and literature research on disaster risk reduction, resilience, climate adaptation, risk governance, disaster loss data, financing for DRR, and early warning systems. They will compile, review, and synthesize data, reports, policies, and technical documentation from diverse sources. A key responsibility is supporting analytical work for the Sendai Framework's implementation and monitoring, including its linkages with SDGs and climate agendas. The role involves preparing background papers, briefing notes, concept notes, and analytical summaries. Additionally, the consultant will support the preparation and drafting of the Regional Assessment Report, including data collection, validation, and analysis, and contribute to drafting report sections, case studies, and supporting analytical content. They will also undertake technical and editorial reviews of publications and knowledge products to ensure quality and consistency.
Work Experience
A minimum of 5 years of research and analytical experience in disaster risk reduction, resilience, climate change, or sustainable development is required. Experience in national policy development related to DRR, climate change adaptation, or sustainable development is also required. Experience in academic writing and integrating gender, disability, and human mobility considerations into DRR frameworks is desirable.
